Mole Valley District Council - Electronic Procurement Tool

Mole Valley District Council is one of 11 district councils in the county of Surrey. The district covers 258 square kilometers and stretches from the borders of London in the north, to the boundary with West Sussex and Gatwick airport in the south. The districts population is 80,277. The council recently received a Good rating in its Comprehensive Performance Assessment (CPA).

MVDCs e-Procurement Strategy

In October 2003 the National Procurement Strategy was launched as a response to the Byatt and Egan reports. The National Procurement Strategy has as one of its deadlines that Every council shall have implemented an appropriate e-procurement solution as part of its e-Government programme by 2005 including as a minimum paperless ordering, invoicing and payment. This target is reflected in Mole Valley District Councils (MVDC) Procurement Strategy.

The National Procurement Strategy also states Every council should be using an appropriate e-Marketplace by 2006. Mole Valley District Council views e-
Procurement as an essential part of their procurement strategy. The e-Procurement strategy is intended not only to deal with the transactional side of the Purchase to Pay processes but to also have a suite of tools that encourages Best Practice. e-Procurement will be used to lower costs and improve the
efficiency and effectiveness, of all aspects of the procurement process for the Council and its suppliers and contractors and will have a significant effect on meeting the Gershon efficiency review and Implementing Electronic Government (IEG) targets.

iSOFT Business Solutions e-Procurement System

MVDC has selected iSOFT Business Solutions Integra eseries software as its primary electronic procurement tool. The Integra e-series software will enable officers to order all their main goods/services electronically. Initially the focus will be on low value/high volume goods such as stationery and computer consumables.

It is anticipated that there will be large benefits derived from efficient transactional processes. The raising and approving of requisitions and issuing of subsequent purchase orders will be much faster as this will now be on-line instead of paper based.
